Security

It has become an international affairs writing trope to say that Kashmir is "the most militarized zone in the world"; stories that use this teaser then tend to focus on India-administered Kashmir (and in particular, its capital Srinagar) while ignoring Pakistan-administered Kashmir and China-administered Kashmir. The fact is that India has an open society under the rule of law, making it is possible to report on Indian-administered Kashmir. Most of India-administered Kashmir (with the exception of some remote military operation zones) is open to nearly everyone, while travel to Pakistan-administered is difficult (requiring a special permit) and China-administered Kashmir is essentially closed to the world. Similarly, while India publishes figures for troops stationed in Kashmir, Pakistan and China do not. The result is that the most liberal and open part of historical Kashmir (the India-administered zone) bears the brunt of negative reporting about the region. We will offer a fact-based alternative view of Kashmir in an annual report that summarizes the known information about all three zones of historical Kashmir. We will also commission occasional research into other security-related topics, like international terrorism, internal insurgencies, and military procurement.
